As youth drug use rates rapidly increased in the Battle Creek area during the mid 1980’s, two members of the community, Penny DeGarmo and Dave Steger, joined forces with concerned parents to form a grassroots coalition known as the Substance Abuse Council (SAC). In 1986, the group focused on improving the quality of life in the Battle Creek community by helping individuals of all ages lead drug-free lives.

Fast forward to today, the Substance Abuse Council's purpose of achieving greater community health through the prevention and reduction of substance use is still the same.

The Substance Abuse Council (now commonly called "SAC") continues to prevent substance use in Calhoun County collaborating with over 100 partners addressing the problems and issues related to substance use. SAC is made up of dedicated partners from law enforcement, schools, parents, elected officials and healthcare.
